I've developed web sites for over five years as a Webmaster & Independent Contractor. The sites were coded with various programming languages such as XHTML, PHP, CSS and JavaScript. Other popular web standards employed are XML, AJAX, MySQL. Often I use Photoshop and Flash for art creation and image edits.
The time it takes to complete a 5 page project with a sprinkle of scripting is usually 5-7 days. If content management, database setup, and other complex functionality are needed, some projects may require two weeks to a month. The more time a client can spare for the developer, allows greater flexibility and time to correct problems. But also the client must submit all content promptly. I also encourage having a clear idea of your needs.
Development takes place on your server and or mine. Yes, clients do have an opportunity to monitor work being done (sometimes live) with their web browsers. Files are uploaded directly to your server upon completion or transferred the way you want.
When it comes to payment, you can relax. I don't ask for anything up front for projects quoted under six hundred dollars. Above that figure would require twenty five percent down upon proposal approval. This is simply to insure my investment of time on a large project. Payments are acceptable via PayPal, Google Checkout, Money Order or Cash. I usually like billing from PayPal or Google checkout. PayPal also has a buyer protection policy.
